First-time candidates are those who have never taken the examination as a candidate of Puerto Rico, or who last took the examination for Puerto Rico prior to October 1998.

1. Create an account online with NCEES. If you have not already done so, please visit www.ncees.org. Proceed to step 2.

2. Register online with NCEES by the NCEES registration deadline.
You will select your exam and site information at this time. Continue to step 3.

3. All first-time applicants must submit a complete application and fee to PCS to be received by the first-time applicant deadline:
January 31st for the April exam
July 15th for the October exam
